if capture card can output YUV and display high frame rate, it means your HDMI capture card can support USB3.0 mode with android

some app can let it work on USB3.0 mode

Not all of android phone can let uvc device work.

if not work, you can change another android phone

1. USB3.0 UVC hdmi capture card is just output 1280x720p 20fps for android application
(android cpu is not quick)

Usually , Android just can output 1280x720p 20fps.
